Mr. Goldstein has served as a consulting witness in multiple patent litigations, and has provided expert opinions on issues such as FRAND terms & conditions in patent licensing, patent evaluation, the essentiality of patents to technical standards, and damages under the Lanham Act.

Larry M. Goldstein is a U.S. patent attorney specializing in Information & Communication Technologies (ICT), particularly in electronic communications, including both hardware and software. He has worked for companies in areas such as wireless communication, telephony software, cable television, and semiconductors.

He prepares and prosecutes patent applications for clients, develops in-house corporate harvesting programs to build high-quality patent portfolios, and evaluates the quality of existing patents and patent portfolios. Mr. Goldstein is a leading expert in the evaluation of patent quality, and authored the recently published book, TRUE PATENT VALUE: Defining Quality in Patents and Patent Portfolios (2013).

He has strong expertise in the creation of patent pools. He helped establish the patent pool for 3G W-CDMA cellular technology, specifically in creating the methodology for determining the essentiality of patents to the W-CDMA technical standard, preparing licensing agreements to implement FRAND terms & conditions, and obtaining the approval of the Antitrust Division of the United States Department of Justice. He is a co-author of the pioneering book about patent pools, TECHNOLOGY PATENT LICENSING: An International Reference on 21st Century Patent Licensing, Patent Pools and Patent Platforms (2004).
